A training course on the topic "Ensuring Competition in the Field of Public Procurement" was organized by the Competition Policy and Consumer Rights Research Center under the Competition Committee
Main objective of the course: To enhance the knowledge and skills of the Committee's specialists and its regional bodies in ensuring competition during the public procurement process, as well as to strengthen their practical capacity to identify and prevent violations in this area. The following topics were covered in the course: ⏺️ Analysis of the competitive environment in the public procurement system ⏺️ Key requirements of the "Public Procurement Law" ⏺️ Common violations in tendering processes ⏺️ The register of sole suppliers and conditions for direct contract awards ⏺️ Study of procurement in accordance with the "Competition Law" ⏺️ Analysis of tenders conducted through specialized information systems ⏺️ Tests and practical exercises The classes were conducted by qualified specialists, and a balanced combination of theoretical knowledge and practical exercises was provided for the participants. Specialists will gain both theoretical and practical knowledge on ensuring competition in public procurement, identifying violations, and applying legal measures. Upon completion of the course, participants were awarded certificates.

From May 7 to 9, 2025, the International Competition Network (ICN 2025) conference was held in Edinburgh, Scotland, where our Center's employee, the “El-Yurt Umidi” Foundation scholar and a master's student at the University of Reading (United Kingdom), M. Mirzaeva, participated. This significant conference was attended by representatives of competition authorities from more than 100 countries, as well as leading scholars, economists, and legal experts. During the event, key topics such as the development of competition in the digital economy, consumer rights protection, and the expansion of international cooperation were discussed. M. Mirzaeva gave a presentation on the reforms being implemented in Uzbekistan in the areas of digital market regulation, competition development, and consumer protection, particularly on the scientific and practical activities carried out by the Competition Policy and Consumer Rights Research Center. Her presentation was met with great interest by the conference participants. Additionally, she actively participated in international panel discussions, addressing issues of future scientific collaboration with leading experts. The participation of our staff in such international events is of great importance for enhancing our scientific potential, studying best practices, and promoting Uzbekistan's competition policy on a global level. We wish M. Mirzaeva continued success in her future professional endeavors!
Cooperation on the path of new research and progressive reforms
Olimjon Jumayev, Director of the Competition policy and consumer rights research center under the Committee of Competition, signed a memorandum of cooperation with the Center for progressive reforms Within the framework of this memorandum, the parties will cooperate in the following priority areas:Conducting joint research and analysis on anti-monopoly regulation and competition assessment, and developing proposals for improving legislation and practical mechanisms based on the findings;Carrying out studies aimed at fostering institutional and technological innovations in public administration;Identifying barriers to market entry and developing measures to promote competition;Strengthening scientific and practical cooperation through analytical reports, publications, and data exchange;Exchanging international experience in competition policy and organizing forums, seminars, and conferences;Conducting information campaigns to raise public awareness and promote a culture of competition;Implementing joint projects within the framework of national and international grants. Every positive change in economic policy is based on in-depth analysis and effective collaboration. The parties plan to reinforce this agreement through practical actions. In addition, the parties agreed to enhance cooperation with international organizations, organize conferences, forums, and seminars, and implement joint projects.
