Next Qualification Course Organized for Employees of “Tashkent Metro”
Today, a meeting was held between Competition Policy and Consumer Rights Research Center under the Competition committee and the "Science and Innovation" company.
A New Step Towards Digital Transformation and Fair Competition
Within the framework of the memorandum, the parties agreed to cooperate in the following areas:⏺️ Analyzing the competitive environment and identifying market entry barriers;⏺️ Developing public oversight mechanisms;⏺️ Enhancing the involvement of civil society institutions;⏺️ Organizing educational seminars, trainings, and conferences;⏺️ Raising consumer awareness and culture among the population;⏺️ Conducting information campaigns aimed at improving legal literacy;⏺️ Implementing joint projects with international organizations. The memorandum also envisages conducting surveys, focus groups, and other sociological research on consumer rights among the population, based on which practical proposals for improving legislation will be developed. At the end of the meeting, Olimjon Jumayev, Head of the Research Center, and Askar Mamathanov, Deputy Chairperson — Executive Director of the nationwide movement "Yuksalish", signed the Memorandum of Understanding. The parties agreed to continue cooperation by exchanging information, publishing research findings, and participating jointly in various projects.
During the training program, participants received theoretical knowledge and practical skills on the following topics: ⏺️ Objectives and principles of the Law “On Competition” of the Republic of Uzbekistan;⏺️ Criteria for identifying dominant position, monopoly, and natural monopolies;⏺️ Fundamentals of antimonopoly compliance;⏺️ Types of unfair competition and applicable financial liability measures;⏺️ Cartel agreements and anti-competitive agreements (horizontal and vertical);⏺️ Antimonopoly requirements in cases of economic concentration and activities of state-owned enterprises;⏺️ Key provisions of the public procurement system and typical legal violations in practice;⏺️ Determining dominant positions of digital platforms and relevant antitrust regulations;⏺️ Ensuring competition in exchange trading and identifying manipulation practices;⏺️ Methods for assessing the impact of regulatory legal acts on the competitive environment. The course sessions are delivered by leading experts from the Committee and the Center, as well as professors from Tashkent State University of Law. Upon completion of the course, participants will be awarded official certificates. Such training programs organized by the Center play an important role in promoting a culture of competition, addressing practical challenges, and expanding professional knowledge in the field.
The Center for Competition Policy and Consumer Rights Research under the Antimonopoly Committee of Uzbekistan has successfully completed a series of practical training courses for employees of government agencies, commercial banks, pharmaceutical organizations, and business entities. A special course for Microcreditbank employees provided practical knowledge on the Law “On Competition,” rules of competition in public procurement processes, and mechanisms for detecting unfair competition and cartel agreements in tenders. A course for representatives of state and business entities covered modern topics such as antimonopoly compliance, analysis of market dominance on digital platforms, and identification of manipulative practices in exchange trading. In a specialized course for the pharmaceutical sector, discussions were held on licensing requirements for the sale of medicines and medical products, formation of reference prices, provisions of the Law “On Advertising,” and violations detected via the “FAIR TECH” information system. All courses were held at a high level with the participation of Committee specialists, university scholars, and leading industry experts. Upon completion, participants were awarded certificates. These courses, aimed at implementing competition policy in practice, refreshing sectoral knowledge, and improving professional qualifications, are systematically organized by the Center.
