On February 4, 2026, the President of the Republic of Uzbekistan adopted Decree No. PF-17 “On Priority Measures for the Development of Local Production and Industrial Cooperation under a New System.”

Under this Presidential Decree, starting from July 1, 2026, new instruments will be applied: a list of competitive products recommended for production in the country, aimed at increasing value chains contributing to the national economy, will be gradually formed and published by sector based on analysis of the national and regional markets.

In accordance with the decree, the Competition Committee has been tasked with studying market saturation levels.

To date, the Competition Policy and Consumer Rights Research Center under the Competition Committee has carried out more than 150 analytical studies of goods and financial markets, as well as economic sectors, using advanced econometric and innovative approaches. As a result, 110 types of product markets recommended for production in the country have been identified, and a list of sectors with entrepreneurial potential—based on product market saturation—has been published.

Analytical data is being shared with the public in the form of infographics via the Committee’s social media and the Center’s websites, providing investors and entrepreneurs with transparent and reliable open-source information about products recommended for production.

Econometric analyses:

In socially significant food product markets, stages from production to final consumer are analyzed to ensure price stability. Short-term price forecasts are made using econometric tools. Analytical data and recommendations for eggs, milk, carrots, onions, potatoes, beef, and poultry are regularly submitted by the Committee to the Cabinet of Ministers and relevant ministries and agencies.

Indices:

Business activity and regional competitiveness indices have been developed and implemented to serve as “barometers” of competition and business environment in the national economy.

In developing the Business Activity Index (BAI), methodologies such as the U.S. Purchasing Managers’ Index (PMI) were used as a basis. According to the internationally recognized PMI, a BAI above 50 points indicates sustainable growth and increasing economic activity.

The Regional Competitiveness Index was developed and calculated based on the experience of the USA, EU, and other developed countries.

The index systematically analyzes key socio-economic issues, including investment attraction, labor resources and infrastructure development, social stability, and the development of the competitive environment across 14 administrative-territorial units of the country.

The Competition Policy and Consumer Rights Research Center under the Competition Committee continues to conduct systematic analyses of goods and financial markets and economic sectors using advanced econometric and innovative approaches.
